Ruling on Giving Zakat to a Muallaf in the Present Time

Question

I understand that a Muallaf, a recent revert to Islam is eligible to receive Zakat money even if they have above the Nisab value. I am aware of a University student who has taken out student finance both for tuition and maintenance who has recently reverted to Islam. As a student other than the loans, they do not have any other source of income and they need to budget what they have from the loan amount for food etc. My question is firstly, am I allowed to give this student my Zakat money and if so how much? Secondly what are they permissable to spend it on? Can be items of clothes, food, furthering Islamic knowledge by purchasing books or attending classes? Would the clothing need to be Islamic only. I do not want to do the wrong thing by giving them Zakat if they are not entitled. I read online that it doesn't matter if they are in possession of the Nisab amount but would like to understand better.

During the time of the Prophet ๏ทบ, some new Muslims were given Zakat for reconciliation and support. Later, when Islam became strong,  Hazrat Umar ibn al-Khattab (RA) stopped this practice, and the Companions agreed with him.

a Muallaf can receive Zakat today only if they are poor and eligible as a needy person. Being a new Muslim alone is not enough.

If the student has no personal savings or extra wealth apart from the loan money, and is genuinely in need, then Zakat can be given to them. You may give as much as they need.

They can spend the Zakat money on food, clothing, rent, necessary expenses, and Islamic education (such as buying books or attending classes). The clothing does not have to be โ€œIslamic dressโ€ specifically; any lawful and modest clothing is allowed.

However, if they possess extra wealth equal to the Nisab amount, then it is not permissible to give them Zakat.
