Is It Kufr if a Qur'anic Verse on a Certificate Is Kept in a Dusty File?

Assalamualaikum, I on certificates a verse from Quran is there ,which is a Dua from Quran . And a person has submitted it and when he/she wanted to do some changes in it about date of birth , and the person ,who is a non Muslim and whom the file was submitted to , takes out a pile of file and he/she notices dust , the dust which like combines , a pile up dust in between the sides of the other files but not on the certificate. It is obligatory for him/her to tell the person to keep the file in a clean place and if not done , is it kufr . Thank you

If a Quranic verse is written on a certificate, it should be respected. However, since the dust was not on the certificate itself but only between the files, it is not considered serious disrespect.
In such a case, it is better to politely suggest keeping it clean, but it is not necessary (obligatory). And if someone does not say anything, it is definitely not kufr.
