Is Penetration Necessary for the Hadd Punishment of Zina in Islam?

Does zina (fornication and adultery) for hadd punishment must require penetration or not according to hanafi school? Please mention which hanafi mufti answered my question

According to the Hanafi school, the hadd punishment for zina is only established when actual penetration occurs. Mere kissing, touching, or sexual acts without penetration do not incur the hadd punishment of zina, although they are still major sins and may be subject to discretionary punishment (ta'zir).
