Assalamu Alaikum Mufti Sahib, During Hajj on the 10th of Dhul-Hijjah, I performed the rites in this order: stoning Jamarat al-Aqabah, offering the sacrifice (Hady), and then going for head shaving (Halq). Before shaving my head, the barber applied a scented shampoo to my hair and then shaved my head completely. I did not specifically ask for the shampoo, and I was not aware beforehand that it was scented. In this situation, is any fidyah (dam/penalty) required from me? Did the use of the scented shampoo affect my Hajj or my state of ihram in any way? Jazakum Allahu Khairan.

Until the head is shaved (Halq), the restrictions of Ihram remain in effect. Therefore, even if it is for the purpose of shaving the head, one should avoid using a scented shampoo while still in the state of Ihram.
If a scented shampoo is used before Halq, the ruling is as follows:
If the shampoo has a strong fragrance, then washing the head with it will require a Dam (sacrificial penalty).
If the shampoo has only a light fragrance and the head is washed with it only once, then it will be necessary to give charity equal to Sadaqat al-Fitr.
If the shampoo has a light fragrance but the head is washed with it repeatedly, then a Dam will become obligatory.
If the shampoo is completely fragrance-free, then nothing is required for using it.
