Is It Permissible to Compliment a Person's Appearance?

What should a person reply . If a sister asks if she looks good in this colour , or if she should keep her hair this way or that , but she does not wear a hijab . Also complimenting , non muslims or muslims on their outfit if it is not modest . Thank you for your time .
